Business Licensing and Registration

A great first step to starting your business is to meet with our team so we can discuss your vision, discuss what may be required to realize that vision, and help guide you through many of the steps outlined below.

Zoning Approvals

Always verify the zoning of the property where you are looking to start your business to ensure your use is compatible with the property's zoning and note that allowable uses may vary depending on whether the property is located within town limits. We encourage you to reach out directly to our team or the zoning administrator of the respective town for which the property is located to determine if any zoning approvals are necessary. Certain business activities such as home-based businesses, building construction, etc. may require zoning approvals and/or a Special Use Permit. In addition to zoning approvals, certain types of businesses may require you to register or seek approvals with other agencies such as the Health Department, Virginia Department of Transportation (VDOT), Virginia Department of Agriculture and Consumer Services (VDACS), or others.

Business License and Registration

All businesses are required to register with the Commissioner of Revenue. This registration form is available by clicking this link (Commission of Revenue - Business Registration (PDF). Contractor License

All contractors performing construction or demolition work in Shenandoah County (except VA Class A) require a Shenandoah County Contractor’s License.  Download the Contractor License Application (PDF).  Completed forms may be mailed or hand-delivered to our office of Community Development.
