Notice of Public Hearing

NOTICE is hereby given that the Shenandoah County Board of Supervisors intends to consider whether to recommend, and the Board of Supervisors intends to consider whether to adopt, the below-listed items. The Board of Supervisors will hold a public hearing on September 26, 2023 at 7:00 p.m. in the Board Meeting Room of the County Government Center, 600 North Main Street, Woodstock, Virginia, during which the Board of Supervisors will receive comments from persons affected respect to the below-listed land use actions.

Special Use Permit (Special Use Permit Number 23-09-01): A Special Use Permit pursuant to Section 165-12B(3)(x) of the County Code allowing a Special Event Center on 46.438 acres, more or less, of certain real property zoned A-1 Agriculture, located at 827 Battlefield Road and identified on the County’s tax maps as Tax Map Nos. 023 A 057 and 023 A 058.  The Special Event Center will consist of rodeos, festivals, celebrations, weddings, and related events as well as related accessory structures.

Zoning Text Amendment (Zoning Text Amendment Number 23-09-01): A Zoning Ordinance Text Amendment to repeal and replace Sections 165-97 through 165-99 of the County Code in their entirety. The code sections relate to zoning Site Plan Review. The proposed ordinance updates site plan requirements and provides for review of, and action upon, zoning site plans by the zoning administrator, and contains other related amendments and updates. Previously site plans were reviewed and acted upon by the Planning Commission.

Zoning Text Amendment (Zoning Text Amendment Number 23-09-02): A Zoning Ordinance Text Amendment to repeal and replace Section 165-117 of the County Code in its entirety. The code section relates to Violations and Penalties. The proposed ordinance adopts a schedule of civil penalties for zoning violations as authorized by Virginia Code Section 15.2-2209, and contains other related amendments and updates. The proposed civil penalties are $200 for an initial summons and $500 for each additional summons. Previously, zoning violations were enforced through criminal penalties.

Copies of the special use permit applications and zoning text amendments are available for review in the County Administrator’s Office, located at 600 North Main Street, Suite 102, Woodstock, Virginia, between 9:00 a.m. and 5:00 p.m.

All public hearings are accessible to persons with disabilities. Any person requiring auxiliary aids, including signers, in connection with the public hearing shall notify Mr. Evan Vass, County Administrator (540-459-6165) at least five days prior to the time of the meeting.
