The County of Shenandoah, Virginia (the “County”), hereby provides notice pursuant to the Public-Private Education Facilities and Infrastructure Act of 2002 that it has accepted for consideration an unsolicited proposal from a private Internet Service Provider (ISP) to act as a co-applicant in securing Fiscal Year 2022 (FY22) Virginia Telecommunications Initiative (VATI) funds that would deliver universal Fiber-to-the-Home (FTTH) broadband internet access to underserved and unserved County residents and businesses, as designated by the FY22 VATI program, with the FY22 VATI grant match to be provided by the ISP and the County.

Competing proposals will be accepted until 5:00 P.M. on May 20, 2022, and shall be submitted electronically via email to

For a competing proposal to be considered, it shall, at a minimum, provide the following:

  • A description of the proposer’s experience, capabilities, and qualifications in the ISP sector, including other networks the proposer has designed, built, maintained, or operated.
  • A management plan for expanding, constructing, distributing, terminating, managing, and sustaining (including technology refreshes) universal FTTH coverage in the County.
  • A description and supporting documentation of the proposer’s ability and willingness to providing open access to physical infrastructure necessary for the project, including, but not limited to, existing fiber and conduit.
  • A description and supporting documentation of the proposer’s willingness and ability to contribute at least $17 million towards project funding.
  • Identification and supporting documentation of at least $12.175 million in approved grant funding for the proposer’s participation in the project.

The foregoing list is nonexclusive. The County reserves the right to request clarification or supplementation of any proposal including, but not limited to, submission of additional documentation, responses to specific questions, and interviews with proposers.

The County will evaluate responsive proposals based upon the proposer’s industry reputation, experience, financial capacity; proposed design, schedule and timing; and project cost and funding sources.  The County will also consider price as one factor in its evaluation, but shall not be required to select the proposal with the lowest price.
