The Citizens Advisory Committee on the Comprehensive Plan (CAC) was chartered by the Board of Supervisors in January of 2006 with its mission being to review the Comprehensive Plan and propose updates and revisions to the Plan as needed by state law. Its founding was based on an action from the 2005 Comprehensive Plan.
The Committee functions as a volunteer subcommittee under the Planning Commission, and its valuable efforts save the County thousands each year in work that would otherwise be performed by contracted consultants and additional staff, or would be forgone to the detriment of our community.
Comprehensive Plan
The Citizens Advisory Committee (CAC) played a vital role in shaping Shenandoah 2045: A Future Together, the county’s recently completed Comprehensive Plan. Over five years, the CAC gathered public input through surveys, community meetings, and engagement sessions, ensuring the plan reflects the values and vision of Shenandoah County residents.
Shenandoah 2045 serves as a roadmap for the county’s future, balancing rural preservation with strategic growth. The plan addresses key areas such as housing, economic development, education, emergency services, recreation, transportation, and natural resource protection. It prioritizes resilient infrastructure, expanded public services, and community well-being, ensuring Shenandoah County remains a great place to live, work, and visit for generations to come.
Now that the plan is complete, the focus shifts to implementation, requiring ongoing collaboration between residents, local leaders, and stakeholders to bring its vision to life.
The Comprehensive Plan contains information on the existing conditions and growth trends in the County, and makes policy recommendations for its general development, in accordance with the purpose set forth in the Code of Virginia. Download the full 2025 Plan (PDF).
Citizen-Led Research
The Citizen’s Advisory Committee and Shenandoah County staff have improved local access to knowledge about the past, present, and potential future.
