Regular Work Session

May 1,  2014

            A regular work session of the Board of Supervisors was held at 4:00 pm in the Board  Conference Room of the Government Center, 600 North Main Street, Woodstock, Virginia, on May 1,  2014.     The following members of the Board of Supervisors were present:   Chairman   Vice Chairman Conrad Helsley, Dick Neese, Cindy Bailey and Marsha Shruntz.  Others present included County Administrator Mary Price and Deputy Clerk Chris Sherman.


  1. Discussion regarding Virginia Department of Transportation Six Year Improvement Plan.

Ed Carter, Program Manager distributed the six year plan with changes.  He described how the formula for rural road improvements has changed therefore changing the revenue projections for localities.

Vice Chairman Helsley suggested continuing with plans to advertise for a public hearing on May 27, 2014.

  1. Discussion regarding results of a proposed service agreement at the Mack and Zula Wagner Regional Park.

Ms. Price said that a public hearing regarding this agreement should be advertised for May 27, 2014.

Pam Sheets, Director of Parks and Recreation provided a background of the agreement stating that the Board voted to accept the donation of land from the Wagners.  She said that a request for proposal was advertised in February for farming services in order to maintain the property and keep the land usable.  She said a committee was formed and recommended Mr. Eddie Dean since he has prior history with the Wagners.

Supervisor Bailey asked if the farmer met all criteria including insurance and fencing and Ms. Sheets said yes.

Supervisor Shruntz asked how she came up with the name of a regional park and Ms. Sheets by meeting the Virginia Outdoor Plan requirements of 300 plus acres.

Vice Chairman Helsley said this item would be placed on the May 13 agenda to request the schedule of a public hearing on May 27.

  1. Discussion regarding changes to the Parks and Recreation Operations Manual.

Ms. Sheets provided a summarized bullet list of changes, mostly housekeeping items such as changes in fees etc.   She said the P & R Advisory Board have already reviewed the changes.

Vice Chairman Helsley said this item would be considered for action during the June 13 meeting.

  1. Discussion regarding the Virginia Stormwater Management Program. 

Brandon Davis, Director of Community Development said that this program has been an ongoing cycle of changes and our department is at the point where we have decided to take no immediate action until the program is finalized by Department of Environmental Quality.

Pat Felling, County Planner said previously state law required the County adopt an ordinance but the General Assembly has given us the opportunity to opt in later or never.
